Enterprise Architect / Project Lead, Lead Developer

Feb 02--Present
Project manager and lead developer for a State agency implementing Health Insurance Portability and Accountability Act (HIPAA) requirements. This project involved the rewrite of existing claims, eligibility and provider systems with a team of 8 developers, 5 business analysts and the user community testers and approval. A Gap analysis for this project was performed by examining the existing environment and conditions (applications, security, and network capacity), comparing those conditions and capabilities to HIPAA requirements, and subsequently creating a needs assessment document containing database structures and needs, field additions, values, validations, security and network needs.

Business and technical specification development includes the planning for EDI transaction code sets (Eligibility 270 & 271, 275, Claims 276 277, Dental, professional and Institutional 835 & 837 & Premium payment and enrollment 820 & 834).
Security for this project includes role base identification for database and Intra-net web access, firewall security and data encryption. Privacy also included the separation of data in distinct database instances for the access and housing of agency program types.
Tracking & audit-ability of all database changes was provided for by the creation of triggered audit records of all altered fields showing individual responsible for changing and a time date stamp.
Document image scanning and Optical Character Recognition (OCR) of medical claim forms UB92, HCFA 1500 as well as pharmacy, dental claim and provider enrollment forms. Images are stored using "Teleforms and 1mage" software and hardware utilities providing for scanned fields to be automatically loaded and mapped into an Oracle EDI X12 database structure.
This project allows for both web interfaces and the introduction of Electronic Data Interchange (EDI) transaction processing. Project responsibilities included the complete development life cycle from business and technical specifications, to hardware specification gathering and procurement through database instance, table structure, roles privileges, setup through stored procedure and form development, through testing and implementation. Development done using Oracle 9I, Oracle Forms, XML and project tracking done through MS Project.

Leader and facilitator for project engagements developing project scope, design, development, and project deployment. Lead architect for overall technology solutions for a Clinician-owned Psychology Services provider. These laboratories provide services to local residents throughout Indianapolis as well as nursing facility residents throughout the state of Indiana. This project involves the DB and business process flow design and conversion from start up tools using inconsistent platforms and environments to standards in data collection, manipulation & presentation and overall business data flow automation. This project ranges from web design using ASP, Java, & cold fusion tools to SQL Server DB table normalization design, triggers & stored procedures design to the use of wireless/remote data anywhere communications through the use of PDA devices.

Development of an intranet web site to track various interval plant metrics and present energy measurements in graphical layouts. ASP front end with SQL server 7 back end. The purpose of this application was to track the energy boost necessary in a glass manufacturing environment.

Provided a 'Proof of concept' using Visual Basic API calls to 'First Logics' utility by Postware. This involved the installation, setup and VB API calls to a common library of "C" functions. Also provided during this stint was the support of the development staff with Oracle pl/sql assistance (Oracle stored procedure development and optimization) & the creation of Unix scripting & Impromptu extracts and reports. This was to support sales force representatives for a diagnostic corporation.

Oct 00--Dec 00
Designed and developed the called procedures on a Product development tracking system for a consumer electronics firm. This was done using Oracle PL/SQL with integration to an ASP front end. The function of this application was to allow users, engineers, and management to request modules, chassis, packets, components and end production units to be factory produced by the requested date. The application would determine the number of components, their latest version to use based on the system established dependencies.

Jul 00--Oct 00
Sybase to Oracle conversion for Oracle database load and reporting procedures. This involved the analysis, conversion and testing of 15 Sybase procedures and the DB load routines. Processes used were SQL loader, Oracle Workbench. This process was done for a local college and university student loan provider.

May 00--Sept 00
Lead the design and development of a ASP & SQL Server based job tracking system for a local printer. This system tracked the location of each job and each task with the life cycle of a print job from type of stock, font sizes, print schedules, shipping, and invoicing.

June 99--May 00
Managed and developed the replacement of fund disbursement & tracking programs for a national retail hardware cooperative. These Access, SQL Server based programs replaced multiple AS400 based RPG programs. The specific purpose of this effort was to properly allocate and track funds and distribute checks to over 15,000 nationwide retail hardware stores based on yearly funds allocated by corporate to each retailer, advertisement size & sale rates. The development and coordination of this involved the entire project life cycle from design & analysis, project plan functions, system analysis, user interviews, detail system specification, code development, testing, implementation, documentation, enhancements, and review & turnover.

Mar 99--June 99
Managed and developed a "Job & Task" tracking and scheduling system for a local print broker organization. This ongoing effort involves the tracking of concurrent tasks for multiple Jobs. This ASP front end, Access back end project has the capability to alert each client via e-mail and over the Internet the schedule and status of each task for each job managed by this printer.

Feb 99--Mar 99
Developed the operations guide and coordinated the backup & recovery procedures for a Sun Solaris, Unix based platform running two Oracle instances for a statewide Insurance group. The operations guide complete with the development of a reference library included the job, process & system performance monitoring and control procedures, with complete system and data base shutdown, startup, and recovery procedures.

Oct 98--June 99
Served as project and technical lead to a Denver based investment management company. Served as project lead for late 1998 property acquisition conversion. Responsibilities included analysis of existing accounting systems AP, GL & AR in (Computron/Gupta SQL Windows front end, Oracle Back end) with interfaces to PeopleSoft, Lawson & Ceridian local and remote accounting systems. Developed specifications provided technical leadership to automate daily, weekly and monthly Bank Reconciliation using Visual Basic through Bank of Boston file transfers.
